Robert J. Meyer is a partner in the Litigation Department of Willkie Farr & Gallagher LLP and is a member of the Compliance & Enforcement Practice Group in Washington, D.C.

Mr. Meyer represents corporations and individuals in civil and criminal lawsuits and investigations involving fraud, bribery, whistleblower allegations, securities, ethics and conflicts of interest. He has conducted numerous domestic and international internal corporate investigations, and regularly counsels corporations on compliance and government enforcement matters. Mr. Meyer has substantial expertise in matters involving government ethics, the Inspector General Act, accounting fraud, the Foreign Corrupt Practices Act, False Claims Act, and securities enforcement. As a former federal prosecutor with substantial trial experience, Mr. Meyer is frequently called upon to defend criminal and civil enforcement matters involving all of these subject matter areas.

Selected Professional and Business Activities
Mr. Meyer frequently lectures on corporate compliance, conducting internal investigations, and responding to search warrants, subpoenas and government inquiries.  His recent publications include “Charitable Donations under the Foreign Corrupt Practices Act,” Foreign Corrupt Practices Act Reporter (July 2005); “Disclosure Requirements under the FCPA,” Foreign Corrupt Practices Act Reporter (July 2005); "An Alien's Action for Tort: Potential Corporate Liability for Human Rights Abuses Abroad," ACCA Docket (June 2003); and "The Sarbanes-Oxley Act of 2002," Legal Affairs Bulletin, Blue Cross Blue Shield Association (2002).

Prior Experience
Mr. Meyer practiced as a federal prosecutor for more than 10 years at several levels of the federal justice system.  He participated in several high-profile prosecutions and investigations of public officials with the U.S. Department of Justice's Public Integrity Section, and as an Assistant U.S. Attorney in the District of Columbia.

While practicing with the Department of Justice, Mr. Meyer supervised two highly publicized presidential investigations.  He also obtained convictions of public officials in several states - including personnel in two offices of the U.S. Attorney, state legislators, and an FBI agent - for crimes including extortion, bribery, and embezzlement.

While in law school at the University of Virginia, Mr. Meyer served as a Notes Editor on the Virginia Law Review.  Immediately after law school, Mr. Meyer served as a law clerk to the Hon. George E. MacKinnon of the U.S. Court of Appeals for the District of Columbia Circuit.  Prior to joining Willkie, he was a partner at Foley & Lardner.

Selected Significant Matters
  • Conducted internal investigation of allegations of federal procurement fraud and accounting irregularities for publicly traded government contractor.

  • Conducted accounting fraud internal investigation for wholly-owned government corporation.

  • Represented audit committee in independent investigation of alleged FCPA violations and accounting fraud.

  • Successfully defended the former Chief Financial Officer in lawsuit brought by Securities and Exchange Commission alleging violations of the antibribery, books and records, and internal controls provisions of the Foreign Corrupt Practices Act.

  • Represented a major health care provider in Department of Justice investigation alleging fraudulent Medicare billing for investigational devices (no charges brought) and qui tam litigation under the False Claims Act.

  • Obtained dismissal of Alien Tort Statute and Torture Victim Protection Act claims against a multinational company in the U.S. District Court for the District of Columbia in which plaintiffs alleged defendant company’s complicity in human rights violations.

  • Obtained summary judgment on behalf of publicly traded company on Sarbanes-Oxley whistleblower and Title VII discrimination claims brought by former senior vice president.
